Official: FEDERAL GOVERNMENT SCRAPPED THE AWARD OF HND POLYTECHNICS:
The decision to scrapped the awarding of Higher National Diploma by polytechnics on Wednesday 13th of December 2018 at FEC headquarters Abuja where a comprehensive decision was made to reform all Nigeria tertiary institutions polytechnics inclusive.
However it was disclosed that the award of HND will only be limited to only the students currently admitted for the programmes. Also it was noted that all the programmes ongoing. Furthermore, all the programmes which are not technology – inclined and which is estimated to be 70% in all the polytechnic will be scrapped. According the new rules in place, polytechnics will now become campuses of proximate university with the vice chancellors of those university appointing Provosts, Rectors or Principal of the university prior to the ratification of the university council. This means that polytechnic will not be allowed to awarding HND rather, polytechnics will be given National Diploma (ND) while those polytechnics with the zeal to further their studies will be given the opportunity to award Bachelor of Technology (B Tech). Its obvious that with the new FEC policy, Yaba college of Technology will henceforth be renamed to City University of Technology, Yaba while Kaduna polytechnic will also be known as City University of Technology, Kaduna. In effect to this new rule, FEC had approved the submission of two new bill to the National House of Assembly to give this a legal backing. With education on the concurrent list of federal budget, States government may wish to consolidate their tertiary institutions.
But if they don’t buy the decision to follow the federal example, their programmes will continue to be regulated by the relevant agencies of the Federal ministry of education. In the approved bill to be submitted, the first bill address the establishment of two city university while the second bill address the preparation of consolidation to federal polytechnics and college of education as Universities. It was also observed that the Ministry of Justice will do the preparation and submission of the bills to National Assembly. Minister of education, Adamu Adamu , told journalist after weekly meeting by the council that under his leadership, the ministry will continue to license private polytechnics and college of education for the award the qualification of National Diploma (ND) and National Certificate in Education (NCE) level, he said.
“There will no more the award of HND.” After we have exhausted the current students under the programmes. There will no more be award of HND.”
“This means that there will be no fresh admission for HND programme s and in addition, any programme that is technical will out of the polytechnic.” “About 70% of polytechnics graduates are in the non- technical courses. It is going to be a rigorous implementation programme s.” “A ministerial committee to ensure the smooth implementation of all that is required for the take-off of the reform initiative is to begin working immediately.” Adamu further states that; “The NCE certificate will be retained as the minimum teaching qualification at the basic level if education. Any higher qualifications by these private or state owned polytechnics will be only affiliated with a university. So, HND, is no longer in existence but existing HND will be respected and considered legal tender” He concluded.
